This is the City Treasurer of Corona
It was pretty interesting to read up about Chad Willardson, the City Treasurer of Corona, CA. I salute the man for his success in life. But, it is my opinion that this man that appears to be a best selling author, financial guru, life coach (or something like that), speaker, model, father of 5, etc… is a failure managing/running a city. I wish he would have stuck to his pre-existing businesses that appear to be pretty significant.
Willardson was elected City Treasurer in 2016. He is reputed to have had something to do with the resignation (some say termination) of the former City Manager of Corona in 2019. The “Resignation” of Darrell Talbert seemed to have been contemporaneous with Talbert exposing the pension bomb facing the City of Corona. The Amount of Debt was more than the annual budget of the City at the time (more on this subject in the future). Blogger’s Note: Talbert was no Boy Scout himself, but I am simply sticking to the subject matter of the fiscal issues of 2017-2018 Corona which he appears to have been spot on about.
In the above Instagram post, Willardson is yukking it up with some other dude about what it is like owning a jet airplane. I am sure the average resident of Corona will relate well to this. When stuff like this is juxtaposed with easy-to-find examples of the mismanagement of the City of Corona under his watch, posing for an interview in front of your jet airplane looks horrible. I am sure Willardson will be able to pour tons of money in to his re-election effort in 2028, he will need to.
In November of 2019 Jacob Ellis was named the new City Manager of Corona. It is well known, but hard to prove with anything in writing that Willardson was involved heavily in the process. It kind of makes sense that the elected Treasurer would be involved in hiring a new city manager. Both Ellis and Willardson went to BYU around the same time but claimed not to know each other at that time. They and their families are reputed to be quite close however.
Willardson, the financial and life guru along with Ellis masterminded Measure X, a full 1% sales tax increase for the City of Corona in 2020. The measure passed by about 3%. The story about what was done with the money is a scandal by itself and is enough of a reason to justify recalling the council, Willardson and Terminating Jacob Ellis.
Some people I talked to are upset that the campaign for Measure X involved the city using public resources to communicate about the need for funding city services in a generic manner without specifically referencing a tax increase. Unfortunately, it is legal and this is how the laws are written to make it easier to raise taxes. Further, there are no legal requirements to put the campaign projects out to bid, meaning that when I get the public records from the city (aka the FPPC form 460’s related to Measure X) and find buddies of Willardson and Ellis on the forms as Vendors it is not illegal. (If indeed the firm that ran the campaign fits that description) What it would mean is another piece of the insider game of a small group of buddies controlling the city and turning it in to a dystopian utopia of torched tax money.
In 2018, the City of Corona had around $253,o00,000 in unfunded PERS liability. (PERS is the state-mandated retirement system for government employees) This is post election of Willardson, but Pre-Ellis, but the now former City Manager had already sounded the alarm about this time bomb before “resigning”.
The City was paying some $23,700,000 a year at the time towards its’ PERS obligation and allegedly was barely keeping up with the balance due.
Keep these numbers in your mind as we develop this story with the “Road Diet” in downtown as a nice visual. The Road Diet is just the entree of the rampage that has been the Jacob Ellis / Chad Willardson show supported by the ruling Junta on the Corona City Council.
About that Road Diet: I had stated it was $15 Million to make traffic worse. I was off… try $35 Million (at least).
